I use a mix of free comic art apps like ibispaint, JUMP Paint, and Medibang Paint to make my webtoon comics but Clip Studio Paint also has a paid app too but I use their desktop version~
As a webtoon artist here is a list of the features/requirements I keep an eye out for when I’m searching for a possible art app to use to create my webtoon.

Basic Webtoon Art App Requirements Breakdown:
Layers and Layer Style setting–
Having layers helps you to keep your linear separate from your colors that way you don’t have to worry about redrawing the whole illustration if you accidentally mess up with the coloring or with the inking.
Pen and Eraser Pressure sensitivity and Stabilization-
This is super important for me because the pressure sensitivity helps me to achieve that close to paper feel as possible and the stabilization helps me achieve clean lines (my hands tend to shake like crazy so this is a MUST)
Transformation Tool-
This helps me if I have my proportions off when I’m drawing the human body. If it has the perspective lock function then that’s a big plus too!
Fill Bucket-
I’m a lazy type of artist, I want to be able to just click and fill in lines with colors not have to use my pen tool to draw it in. Do it for me~
Selection wand-
Again lazy artist here and I want to be able to just click a certain part of my webtoon or illustration and have it selected automatically without having to go in a manual select everything…I know I need to work on my laziness~
Flip, Rotate and Zoom-
These settings help me to make sure my picture isn’t distorted, flipping or rotating your image helps your eyes to reset so that you can see what you might not have noticed before because you’ve been looking at it in one way for so long. Also the zoom in helps me to achieve those beautiful crisp clean lines. These function are another must!
Text Tool and Font Style-
Make sure whatever app that you have has the text tool so you can add your word balloons or character dialogue to your webtoon comic~
Panel layer mask-
Again this is just out of laziness cause I could just draw my boxes but having the function where I can create panels and have it do a layer mask over my line art so no lines will show outside of my webtoon panels is the bees knees!
