The webtoon size is a lot similar to regular comic pages but instead of 5 panels per page my webtoon files usually have 1-2 panels per file and when I upload them onto Tapas their platform connects it vertically~
You can use apps like Clip Studio Paint to make your webtoon on mobile and the internet browser to upload onto webtoon from your phone~
While you can read webtoons on LINE Webtoon mobile app you actually have to use an internet browser to publish on their mobile app.
LINE Webtoon mobile app doesn’t currently have a mobile app upload feature.
But luckily with you can still upload your webtoon onto their platform using your internet browser and selecting the request the desktop version.
Webtoons are basically made of multiple images that appear to look like one long vertical strip on LINE or Tapas platform.
The upload size for each individual webtoon file format is a maximum of 800 pixels wide by 1280 pixels tall.
You of course can have your webtoon smaller than that size so it doesn’t have to be exact.

The programs I use to make my webtoon is a mixture of Clip Studio Paint, ibispaint and medibang paint and these all have mobile app versions too.
